First off, to get under 10k you will have to buy used, all the kites nowadays are a little different, but none of them are crap really. Buy a 12 or a 14, I ride my 12 in about 6m/s upwards to about 10 or 12, then I switch to a smaller kite. Its important to remember that the smaller the kite, the faster it is, so although the light guys get to use a smaller kite, it may not always be better for them as every mistake is amplified.. therefore a bigger kite is often better for noobies.
A board should be no smaller than 130 and no larger than 140, you will find that although a larger board helps you get up on the water faster, it will be generally a little lazier in turns, so after a couple of months you may find it starts to limit how much you can do.
wetsuit and harness… these you will have to buy new, it makes such a difference when you have gear that works properly for your body, of course its important that you are warm with a wetsuit that fits properly, Mystic do suits that start around 2000sek, and they work very well if you compare them to other suits on the market.
Harness – you will also need to buy something that fits you well and is still on the back, you want the force of the kite to be spread as evenly as possible so that you can move the force from your hips down to your legs, softer harnesses are only good for doing tricks that require mobility. Again Mystic seem to be one of the better brands here, a harness will cost between 1500 and 3000. Its worth noting that you should also look for saftey systems on the harnesses (knife for cutting lines, and releases on the harness for dropping a leash)
