yeah this is true, but by contacting the ISP or cops, you will get the mac address of the hardware using the connection. Its not so hard to make a conviction based on that alone.
it is possible to change the mac address in both windows and linux though – convictions are rarely made based on an IP alone, although its a bit silly to magnetise the HD and change the mac on your network adapters everytime you ”explore” the system.

I read about a guy that hacked from an IP belonging to a goverment building in china… pretty cool move. I would never admit to knowing someone like that lol
